3.16

सेयं क्रियात्मिका शक्तिः शिवस्य पशुवर्तिनी । बन्धयित्री स्वमार्गस्था ज्ञाता सिद्ध्युपपादिका ॥१६॥

seyaṃ kriyātmikā śaktiḥ śivasya paśu-vartinī | bandhayitrī sva-mārgasthā jñātā siddhy-upapādikā ||

anuṣṭubh

— she ; — this very ; — the power whose essence is action ; — of Śiva ; — operating in the bound soul ; — binding ; — standing on her own (real) path ; — (when) known, recognized ; — the producer of attainment

This same active power (kriyā-śakti) of Śiva, operating in the bound soul, is the binder; (but) when known and abiding on her own true path, she becomes the bestower of perfection (siddhi).
